Yeah, basically this. If a post/journal is not locked and whitelisted, then trolls can just troll with unlinked accounts. Given that we cannot, therefore, effectively ban a troll from an unlocked post, the risk of outing private accounts just isn't worth it. Bans should extend to publicly linked accounts, but not privately linked.
