Hmm. Maybe the 'ban' function should either block Joe Stalker from creating said bookmarks, or force them private (ie, JS can have them, but can't make other see them)?

Joe Stalker's second journal to do this, then, would be evading a ban.

You could probably make a case under existing rules for harassment also, but being able to block an account from doing this with the ban-stick would be nice.
