I have no solution for this, but what happens if Joe Stalker creates 314 different journals to go around making public bookmark tags with misleading names to associate words with negative connotations to certain people he doesn't like? Or if any sufficiently organized, motivated, and ill-willed community undergoes a painful schism and the two (or more) sides start doing this to each other?
